The film THE WHITE STORM 3: HEAVEN OR HELL (SO DUK 3: YUN JOI TIN NGAI) invited three time television Best Actor Gallen Lo (Law Ka Leung) to play a Golden Triangle Chinese drug lord, another publicly recognized good actor Chan Kwok Bong played his general and added more caliber and attraction to the story and the cast.

Law Ka Leung revealed that in the past he rarely made movies. The last time was 17 years ago in another Universe film DIVERGENCE (SAM CHA HAU). At the time he worked with Aaron Kwok Fu Sing and Daniel Wu (Ng Yin Cho). This time the reason he took THE WHITE STORM 3 was that the producer asked him whether he would be interested in playing a drug lord. He agreed right away. Law Ka Leung has never played a Golden Triangle drug lord. "I watched many documentary films for homework, to see how real drug lords lived and what tricks they have tried." Ka Leung worked with Sean Lau Ching Wan for the first time. In the film they both played drug lords, on the surface they were working together to expand their drug empire; however they were in a tug of war behind the scenes. Ka Leung remembered, "Our characters in the film looked like they respected each other, but Ching Wan in the end would betray me. The action coordinator designed an action scene, in which Ching Wan pulled away my gun then stuck it into my pants. I thought this stunt was very exciting, and would send chills to the hearts of viewers. Seeing how much Ching Wan designed for his character, how life like, he absolutely is the Best Actor."

In the film Law Ka Leung's sidekick Chan Kwok Bong needed to handle Thai dialogue and had to fire real guns in a hail of bullets. He accepted many new challenges. Chan Kwok bong said, "In the film the Thai dialogues were rather long, about five or six lines. I couldn't have any hesitation or thinking, so I could only listen to the instructor's recording for me nonstop. After listening to it nonstop for 6 or 7 days, I was able to recite these lines even in my dreams."
